Coordination in the management of conscientious objection records
The Minister of Health, Mónica García, has launched initiatives to unify the existing records on conscientious objection to the practice of abortion. The Ministry of Health works in collaboration with all the autonomous communities and the National Institute of Health Management (Ingesa) to achieve a consensus on this issue.
In response to a parliamentary question from Podemos, the complexity of this work is highlighted due to the lack of a unified registry in the General State Administration (AGE). Historically, professional medical associations in various provinces have been in charge of managing conscientious objection in pregnancy terminations.
Provincial and regional records
Currently, there are records of conscientious objection in medical schools in Madrid, Toledo, the Balearic Islands, Jaén, Málaga, Castellón, Navarra, Alicante, Salamanca and Segovia. However, the General Council of Official Medical Associations (Cgcom) has reported that it does not have statistics in this regard.
Some autonomous communities, such as Castilla-La Mancha and Navarra, have established their own official registers of conscientious objectors. In a more local approach, Cantabria has implemented a database to identify health professionals who refuse to participate in voluntary terminations of pregnancy, both in the public and private spheres.
Diversity of regional criteria
In Catalonia, the CUP has proposed in the Parliament of Catalonia to prohibit individual and institutional conscientious objection of health professionals. This disparity in regional criteria reflects the different perspectives on the practice of abortion in the country.
Internal records and parliamentary clashes
The National Institute of Health Management (Ingesa) has internal records of conscientious objectors in its health areas. In contrast, Vox recently presented a Non-Law Proposition (PNL) in Congress to protect conscientious objection in abortions and euthanasia.
The Minister of Health has expressed her commitment to strengthening the right to abortion, proposing improvements in access, method and referrals for abortion at the national level.
Legislative reform and care guarantees
The reform of the Law on Voluntary Interruption of Pregnancy, approved in the Congress of Deputies, seeks to ensure sufficient personnel to perform abortions in public hospitals. Despite this, the regulations do not require abortions to be performed in all public services, but they guarantee access to this practice.
